Transnational mobility under the ESF in Slovenia
1. Brief description of programme
The Slovene National Mobility Scheme is designed on the basis of the Coordinated Call of TLN Mobility. It is a part (sub project) of a major mobility project "Development of Services to Enhance Transnational Mobility of Labour Force – EURES", which has been designed and is being carried out by the Employment Service of Slovenia (ESS) as the project operator, which is also acting as a direct beneficiary. The project was approved by the Ministry of Labour, Family, Social Affairs and Equal Opportunities as the Intermediate Body for the ESF operations and by the ESF Managing Authority.
The aim of the National TLN Mobility Scheme is providing support for mobility of the Slovene job seekers on the EU labour markets. The target group of the national mobility scheme are young people aged 18-35 Not in Employment, Education or Training (NEET) which are unemployed or job seekers. The National TLN Mobility Scheme is running run from June 2017 to the end of October 2022. We have established an operational partnership with German partners from the TLN Mobility Network. The total expected number of persons (NEET target group) involved into the National Mobility Scheme is 240 within the 2017 and 2022 period.
2. Target group
The target group of the national mobility scheme are young people aged 18-35 Not in Employment, Education or Training (NEET) which are unemployed or job seekers. Priority to the inclusion will be given to the long-term unemployed, who have not been in employment in the last year or more or have not been involved to the formal education, regardless of registration in the register of unemployed with the Employment Service of Slovenia.
3. ESF Thematic Priority
The National Mobility Scheme is in line with the objectives and priorities of the 8th priority axis of the Operational Programme for the Implementation of the European Cohesion Policy in the 2014-2020 Period, that is Promoting employment and supporting transnational labour mobility. Specifically, the national mobility scheme is clearly linked to Specific objective of the Operational Programme: Effective guidance for transnational labour mobility, especially of young people, via the EURES service.
4. Timeline for call of proposals
The National Mobility Scheme is being implemented as a directly approved operation in accordance with rules of the European Cohesion Policy in the 2014-2020 Period. Effectively this means, that is being carried out by the Employment Service of Slovenia (ESS) as the project operator, which is also acting as a direct beneficiary of the European Social Fund. Regional or national call is not required in our case.
The National TLN Mobility Scheme was launched in 2017 and it is expected to run until the end of 2022 continuously.
